Login to JDEPLAN/DEP920 doesnt work after migrating to new deployment server

As part of ongoing TR upgrade(from 9.2.7.3 R23 to 9.2.8.1 R24), we got a new Server. Hence we have used the document - E1: INST: How to Change out a Deployment Server (Doc ID 659735.1). After following all the steps in the document. we tried to login to JDEPLAN/DEP920 in deployment server - After giving the userd id (JDE) and password, it just disappears. DOesnt throw any error upfront. But JDE logs has below information.
