Why does the CustomLoginConfig Utility with Informatica MDM fail with NULL?

Using WebLogic 12.2.1.4 on Linux, and attempting to login with the Informatica MDM CustomLoginConfig Utility but it returns NULL. Informatica Support suggests setting the JAVA_OPTIONS = -Dweblogic.oif.serialFilterMode=disable in setDomainEnv.sh, but this still does not work.
