Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. I was able to access https URLS via UTL_HTTP in Oracle 12c.

Since migrating to 19c I get:
ORA-29259: end-of-input reached

I have done what recommended in 2303905.1, but with same result.

Over http it works fine.
