How to change Login Assistance link in Login Page of Oracle EBS R12.2.9

I tried Personalization of oracle/apps/fnd/sso/login/webui/MainLoginPG

And even change in AppLocalLogin.jsp file

BUT both changes didnt work

I even delete the AppLocalLogin.jsp file $OA_HTML BUT Still login page coming.
