Unable to Login to Siebel Applications Using LDAPS with "OS error = 10054"

When attempting to setup LDAP authentication for PSC object manager it is failing with error "SBL-SEC-1001" in the Siebel Object Manager log file and "OS error = 10054" using ldapsearch utility.
