How do I add users to 'My Oracle Support' Page

We lost our admin suddenly and I am now trying to add additional users to 'My Oracle Support'. I have admin rights, but I can't find a way to add them, nor can I figure out how they can request to be added (though I did find where I should approve pending requests). I'm so deeply frustrated because it's the first step and should be the easiest (and I know plenty of people know how to do it), but it's not intuitive at all and I'm having a hard time finding any guidance or finding anyone at Oracle
