Order Import Error for Internal Order: Please enter required information - Order Type

We are on Oracle EBS Version 12.2.9. We would like to implement Internal Requisition / Internal Sales Order between organizations. I completed the setups per Doc ID 1384716.1. Please see attached excel that has detailed steps and screenshots. When I submitted Order Import, I got this error: "Please enter required information - Order Type". I searched Oracle Support and found Doc ID 1353232.1. This says:

"Order Import Error for Internal Order In New Operating Unit: Please enter required information - Order Type (Doc ID 1353232.1)
You have created Internal Requisitions in an existing operating unit (XXX) requesting material to be shipped from a new operating unit (YYY) and the internal sales orders are not getting created. You have verified that order type is created in the YYY operating unit and has active header and line workflows assigned.
