0 Distribution Quantity for Requisitions

Good day

The distribution quantity randomly get to be 0, different to the line quantity which will then mean that the requisition lines with 0 distribution quantity cannot be auto-created, what could be the cause and how can we prevent that from happening and is there a way to fix that, we normally just recreate those lines in another requisition.
