Not able t download the latest opatch 19c Windows x64

Hello,

we cannot download the latest 19c opatch for WIndows x64 from the link generated by Oracle:

400 Bad Request

Request Header Or Cookie Too Large

Also we have find in other URL:

https://updates.oracle.com/download/6880880.html

Please can you offer some alternative?
