Does the payroll reports only execute automatically all the reports set in step 4?

Does the payroll reports only execute automatically all the reports set in step 4? I ran a payroll, and then selected reports, form and selected the option Report Only. and the system automatically executed all the reports set in step 4. this is the way the system normally works? Is this a new functionality added to the system?
