Where do I locate the "Use Constraint Based Scheduler" option?

In the attempt to set up automatic scheduling, we opened the WIP Parameters per Oracle user guide, but our scheduling tab is missing the "use constraint based scheduler" option as shown in the user's guide screen shot attached.
