New security role needed to access Load OBBB Tips & Overtime?

Hello there! In our test environment, it seems to be hit and miss on whether or not I can access the new Load OBBB Tips & Overtime navigation. I had it open earlier but now it is telling me that I am not authorized for the page. I even provided a screenshot of this section on a question I asked the Community last week but today this is all I can see.
