Api inv_txn_manager_pub.process_transactions fails with error Failed to unassign delivery from lpn

When calling api inv_txn_manager.process_transactions after inserting data into mtl_transactions_interface table for contents transfer from one lpn to other lpn, it fails with error

Failed to unassign delivery from lpn|Error: The action can not be performed because the selected records are not eligible.

This issue is not happening everytime but for some lpn its happening. Could you please suggest what could be the reason? I already checked pending transactions for the lpn. There are no pending transactions for the lpn.
