Is documentation available for Bug 38112921 TRACK MINNESOTA UI WORKFORCE DEVELOPMENT ASSESSMENT?

38112921 TRACK MINNESOTA UI WORKFORCE DEVELOPMENT ASSESSMENT SEPARATELY FROM UI TAX - was delivered as part of "PNA PATCHSET AFTER TAX UPDATE 25-D - PART THREE" (PS 9.2). It looks like it's adding a new tax class, among other things. Normally a change like this would have an associated document explaining the changes delivered and any actions required on our part, but I haven't found one. It's certainly possible I just can't find it in the new UI… Is there such a document available?

We're spending a lot of time looking at the objects delivered by this patch, making a lot of guesses & assumptions about what it's affecting in the absence of any instructions or other documentation.
