Xml Publisher Template Download error - Bad Request

Hi, We applied 1099 patch (38379947) and XML Publisher Template downloads are failing with " Bad Request" error.

XML Publisher Administrator in EBS 12.1.3

Templates → click on Download.

Tried in different browsers still same error.

"Bad Request
Your browser sent a request that this server could not understand."
