9.2 HCM Time and Labor - How to copy new sql object / copy new rule for time and labor rules

In 9.2, we see this navigation (like what we had in 9.1), whereby we could copy rule sql objects and rules to create new/custom ones.

In 9.2 if we try to go to these pages, we get a "not authorized" error. So in looking up the information on these pages in Structure and Content, the two underlying components that are attached to these navigations don't even exist (if I try to find them in App Designer, they do not exist.) For instance, the Copy SQL Objects component is:

(Same for the TL_TA_COPY_RULE) - component doesn't exist in our 9.2 environment even though it is listed in Structure and Content.
