ORA-01017: invalid username/password while accessing Oracle EBS Forms after DB migration

Problem Description

After migrating the Oracle E-Business Suite database to Oracle Database 19c, users are unable to open Oracle Forms.
On launching Forms, the following error is encountered:

ORA-01017: invalid username/password; logon denied

The issue occurs during Forms initialization, not at the EBS login page.
Login to the EBS home page succeeds, but opening any Forms-based responsibility fails.
