Turn off SDI at the company/state level?

I found KB241881 that indicates it's not possible to turn off only one specific state's SDI for only one company code— it's at the company level only, so it will change to exempt of SDI for all states (per my testing) Also, it changes it to exempt, but really need NA — anyone found any solutions as we have a lot of employees in HI and it's going to be a nightmare to have to turn this off for everyone all the time.
