Secure Act 2.0 Section 603 Roth Enhancement not sending Catchup amounts to Roth Plan

We are on PUM 50 with the Secure Act 2.0 Section 603 PRP and all patches related. SQL Server and Tools 8.61.13.

I have setup our existing 403(b) plans to Rollover at the Plan Level to their existing counterpart in Plan Attributes. Our employee's have all had a zero dollar election in their Roth plans since 10/1/24. I have begun testing and none of the catchup funds are taking. The deferral is stopping at $24,500 even though the employee's are both Catchup and Roth Threshold eligible and marked as so on the Savings Management table.

Has anyone else seen this behavior? I do have an open SR.
