SQL developer can't show eudcedit's character

in SQL Developer (MOSC) Question

I use my windows server 2022's eudcedit create a chinese font and I want to use sql-developer to insert character in my ZHT16BIG5's database but when I select it shows junk

but when I use al32utf8's database and select it show normal why?
