ACA Preliminary File to IRS shows masked SSN and DOB

I am running the ACA process in our test database and created the xml file in preliminary mode (not final) and this year the SSN and DOB show the same numbers for everyone. This seems new for TY 2025. Is this a change? I'm assuming when I run the file in final mode the actual SSN and DOB will show up. Please confirm. Thank you!
