Segregation of isupplier actions type

We need to do the following changes to the below scenario.

Cancel RFQ action type is needed to given to a separate user, Once he go to the relevant responsibility it should show the Actions as Cancel RFQ only (not to show the rest of the types).

As an example, in this screenshot, we need to give the Actions as Cancel RFQ only for a separate user.
