Is there a known issue in Approval Monitor that does not capture the latest comment?

When denying a voucher or vendor using the Approval Monitor component, the latest comment entered by approver is not the one being captured and included in the email notification. I am assuming this could be a timing issue wherein the notification is being sent first before the latest comment is inserted in EOAW_COMMENTS. I wanted to ask and confirm if this was a known issue and if there is a fix for this. Thanks!

Note: We have received a recommendation to apply Doc ID 2622538 fix but still the same issue, did not resolve the timing issue.
