Issue with configuring Dropzone on Delivered page

I am trying to enable a dropzone on a delivered page 'BEN_ATTACH_IDE_FL'. I created a custom sub page and mapped it to the component. I can see the dropzone on the component when accessing through admin component (Review Benefit ATtachment Tile > Select a dependent), however I cannot see the dropzone when I access the component as an employee (Benefits > Dependents> Select a dependent) (I validated this as a admin user accessing ESS as well). I tested this in Demo it was the same behavior.

Both ESS and and Admin use same component, however they are registered under different menu. Any thoughts on this?
