patch 38291812 (DB RU 19.29) is missing for Linux x86-64

Hello, is there any problem with the patch 38291812 (DB RU 19.29) for Linux x86-64? I can't find it in Oracle support now but I was able to download it recently. If there is any reason why not to use this patch, I would like to know as I was asked to install it to the production database.
