Manual Checks encountering Message ID 000051 when FED and STATE Tax withholding is included

After selectively adopting and applying some of the YE PRPs (Too Late for 25‑D), we began encountering errors when processing manual checks that include FED and STATE tax withholding values. These checks fail with the following message:

Message ID 000051: The calculated values for total gross and net pay displayed below do not match the values entered with the manual check.

As a result, the system is unable to calculate the manual check.

Manual checks without FED and STATE withholding—containing only FAMLI tax withholding—continue to process correctly. We confirmed that manual checks were functioning as expected immediately after applying 25‑C and 25‑D PRP.
