Conflict applying WLS PATCH SET UPDATE 12.2.1.4.251223 (Patch 38792523) Jan 2026 CPU

I am applying the January 2026 CPU patches to an EPM 12.2.21 installation and I get an opatch error 73.

The conflict is with the October 2025 CPU patch 38405729 (FMW THIRD-PARTY BUNDLE PATCH 12.2.1.4.250909.)

The MOS Patch Conflict Checker says something about "UPI 27949240 not found for Platform Generic" but nothing else.

  1. I tried applying the latest FMW THIRD-PARTY BUNDLE PATCH (38759265), but that failed with a conflict with patch 38412437.
  2. I tried rolling back the 38405729 FMW patch but the WLS 38792523 patch still conflicts with the earlier version of FMW.

I'm going to open an SR when I get access, but in the meantime is anyone else applying the Jan 2026 CPU to EPM?
