Business Process Workflow - Step Revisiting - Include only previous action takers

Using Oracle Primavera Unifier version 25.12 b-12122025-08

We have a workflow created for Initial Budget, at the review step we indicate for Step Revisiting to include only previous action takers. The Prepare step is set to Preassigned, and includes the Project Coordinators, and Project Managers group. The Create step includes Project Administrators in addition to these two groups.
When I choose Send for Revision at the Review step the workflow includes all individuals in the Project Coordinator and Project Manager group. We want the task to return only to the individual who created and prepared the initial.
Is the design I explain correct, or do I need to configure this a different way?
