How to register databases that weren't created with odacli

Background

We have ODA X9-2 HA 19.19 with a mixture of standalone and databases with manual data guard configuration. All are currently 19.13 (the same version as the old ODAs they were migrated from) and none are registered via odacli (or have dbstorage defined). All files (archivelogs, controlfiles, datafiles, password files, spfile…) are in ASM, in directories using the db_unique_name.

Plan

We are about to upgrade to ODA to 19.23 using DPR (and then patch up to 19.27) but first we need to register the databases and upgrade to 19.19 (prerequisites for DPR).

Problem

Just tried to register first standalone database and it failed with:
