Siebel Tools Crashing while WS creation and SIF export

Dear team,

We are using siebel 24.4 version windows 2019 platform, oracle 19c DB. Siebel tools is getting crashed when exporting sif files and also workspace creation/delivery, tools is getting crashed and closing. we are seeing this issue in developer VDI machine but the same sif export and workspace creation/delivery is working fine in windows 2019 server where siebel is installed.

Anyone know what is the cause and how to fix the issue.
