Orchestration that takes a file as input and processes the data in the file example?

JD Edwards EnterpriseOne / Orchestrator 9.2.7.6

Our company is trying to evaluate ways to reduce the amount of manual entry our housing users are facing. Currently they enter new leases for tenants one at a time. During peak season, they can have over 200 leases to enter. We are looking at a way to orchestrate the process, using a CSV file with all the new tenant records that need to be entered to be uploaded to the P1501 - Work with Leases.

I've reviewed this, Using Files As Orchestration Input from CSV Files, which is the closest documentation provided by Oracle Provided relating to this thought process. However, this provides set up for each CSV to be a seperate SO with multiple items on each SO. We don't want to process hundreds of CSV files for this process, that wouldn't be more efficent.
