Permissions issue for downloading Patch 38629535 - GI RELEASE UPDATE 19.30.0.0.0

Hi guys

I am facing a permission issue while trying to download the last PSU Patch 38629535 - GI RELEASE UPDATE 19.30.0.0.0 from

Or when tried to use "search" patch product tool I got only ReadMe file opens to download but patch is not downloadable (grey)
