Workflow question - Send for Additional Review only displaying one individual

I have a workflow created for Initial Budget. During testing of the workflow I am attempting to send the item for additional review from the review step. When I select the To lookup the only name that appears is my own. How do I configure the workflow to include anyone in the group assigned to the task, or any other group.
I am able to see other users in the CC lookup.
