orapki wallet add -wallet returns no errors only help

in Database Security Products (MOSC) Question

orapki wallet add -wallet /home/oracle/wallets -cert smtp_root.pem -trusted_cert
parses okay but does nothing except echo help text.
Does not complain if -cert file name does not exist
how to get feedback errors ?
