Latest Windows Bundle Patch Failed?

Hello,

It looks like a patch failed to publish for Oracle Database 19.0.0.0.0. I've been waiting for the Windows Bundle Patch, perhaps this is supposed to be it?

"Patch 38861086: DATAPATCH EXECUTION FAILED FOR FA OCI GOLD IMAGE GIAAS JOB #78728: FAILED [DB-19300-ZIP-MLR260122 -1-OCI] AND GIAAS JOB #78783: FAILED [DB-19300-ZIP-MLR260122 -1-OCI_260116]"
