APEX asking for password change endlessly

I created a workspace in APEX 24.2 on a ebs instance. Inside the workspace I created one end user. I am unable to log in as this user. The login screen is again and again asking for password change, even when password change on first login is disabled. The expiry date is showing the same timestamp as reset time.
