Critical patch download - Oracle database 19c on Linux

I couldn't find an exact category. I am having difficulty downloading the Jan 26 patches for the database server. One attempt produced a 401 error another attempt produced a

400 Bad Request

Request Header Or Cookie Too Large.

Has anyone else experienced the same issue? If so, how did you resolve it?
