How to enter surrogate response against a prequalification assessment for Prospective supplier reg?

i have got a prospective supplier request and i have sent him the Prequalification questionnaire, now i want to enter a surrogate response on his behalf, but when i click on create a surrogate response, the system askes me to provide supplier and contact details, i am unable to provide that as the supplier is not registered and approved as i will only approve that if the questionnaire response is satisfactory.

How can i create surrogate response on his behalf for prequalification questionnaire without registering him?

i have noted that i can do so by using the guest user, i have set the profile options
