After new Opatch (12.2.0.1.49) has been applied I am facing Oracle system table update failure

in Database - RAC/Scalability (MOSC) 5 commentsAnswered

I am migrating from Oracle 12c (12.2.0.1) to 19c (19.0.0).

when I ran post install utility, I found below error while Oracle system table update.

"bug_32898221_apply.sql" is missing in path "C:\oracle\product\19.0.0\db_1/rdbms/admin/back
port_files/"

Please suggest how to resolve this issue.
