Looking for patch 37960098 to move to 19.28 but most recent replacement for this patch is 38632161.

Hello,

I am unable to download pacth 37960098 to upgrade to version 19.28 from MOS. Even when searching for the most recent replacement, namely 38632161, I cannot find it in MOS. which stable one available shall I install ?
