Does Inactive Projects in Unifier Doesn't comes in UDR?

I have a data view which brings all inactive, on-hold, view only projects. However when I am selecting this data view for the respective UDR, In Workspace option, it gives only Active,On-Hold,View only projects, refer screenshot 1 file. Inactive Projects are not coming in the UDR.

If I select the User defined option, there also it shows, All Projects to select but 'Inactive' Projects can't be seen for selection or downloading in the reports refer screenshot 2 for reference.

Is it somewhere mention in Document that in UDR we can't get Inactive Projects? Please suggest. How to check in report for inactive Projects then if these won't be coming in UDR.
