How do I store headers from the SIP REFER and apply them to an INVITE ?

Here is the Refer. The SA has refer-call-transfer dynamic and the below hmr applied. I understand that by default the Refer will not perverse the customer headers and it is terminated and an Invite created. What am I missing?
