Runtime Prompt value in business rule

in Hyperion Planning (MOSC) Question

I have a business rule that is attached to a Smartview web form and only runs when selected via "Rules on Forms".

The RTP has been set up to default to the member that a user selects when loading the form.

If the user selects the member from the drop down, clicks on Refresh and then activates the Rules on Forms, the RTP value defaults to the form member. If the user hits Submit (to load data) and then activates the Rules on Forms, the RTP value is a different member, unrelated to the form member.

Does anyone know why this would occur and how to resolve?
