Performing a new JDE system setup for 9.2.26.1

i am performing a new JDE system setup. I installed 9.2.0.0 and then upgraded the tools to 9.2.26.1. applied the planner ESU and ran SpecialInstrs.bat file. After this i am not able to open the ESU applicaion (P96470) and also when trying to run the report R98403XB it says version not installed locally. Please let me know if it is a known issue and what is the solution for this.
