how to setup inspection required at receiving for specific RMA / Order type ?

I tried Inspection Required check box at Transaction Type setup ( shipping tab) but that is not working.

We dont have to enable RMA Inspection Status to "Inspection required" at item level because then all RMA return will be inspection required.

Please help.
