Do we need to purchase Inventory Management license if going to implement Purchasing in Oracle EBS

in Inventory Management - EBS (MOSC) Question

I see Inventory Management License is under the "Logistics" section. If we are going to implement the Purchasing module with inventory items in the existing Oracle Financial system (Oracle EBS), do we need the Inventory Management module license in addition to the Purchasing module license?
