Asset Management - Depreciation - All Processing Suspended

PeopleSoft 9.2 - PeopleTools 8.61 - PUM 53

We created assets using Express Capitalization out of PC - Ran Depreciation - recategorized the asset and upon running depreciation again got No Success with the log file showing only 'All Processing Suspended: Restart OPRID=xxxxxxx, RUNID=Depr, PI=14360781 (108,503)'. What happened? And how do we address it?
