Line Descritption isn't Populating

I defined a Description Rule in Manage Description Rules for my FAH Integration. I have 4 Entries in my Journal Entry Rule Set. Two entries I attached the Description rule to and the other two entries don't have a description rule assigned. The Description Rule does not show up in our reporting. Do all 4 lines need a description rule ? Or can 2 remain blank if I am not using a rule for those lines ?
