User creation in Oracle Primavera Administration for Oracle Primavera Cloud users

We are implementing Oracle Primavera Cloud and Oracle Primavera Unifier. We were instructed to create user accounts in Oracle Primavera Administration, but it looks like this is not required for individuals who would be using OPC only. If a user will not use Unifier, is the setup in Primavera Administration necessary?
