Error while launching Inquiry Invoice workbench from ECC Payables Dashboard

We have responsibilities in AP where they have only INQUIRY permissions not Entry permissions.

AP_INVOICES_INQUIRY_GUI12 menu is available, but AP_APXINWKB_MENU is excluded from the responsibility.

When this user clicks on an Invoice Number in ECC dashboard, it invokes Oracle forms but presented with a 'Function Not available to this responsibility message. How can that be fixed?
